A.E.G.I.S. was given unprecedented powers following its official endorsement by the G-7 Nations and NATO. With these powers came the combined financing that essentially made A.E.G.I.S. the best-funded military-policing force in the world. A.E.G.I.S. began ramping up its recruitment from its member nations, seeking out the best qualified candidates from the military services, police forces, and intelligence analysis agencies. Work began on constructing a formal A.E.G.I.S. Headquarters in America.
While thwarting terrorist attacks around the world, A.E.G.I.S. agents began to notice that there seemed to be a pattern forming. Some attacks would be against government embassies, multi-national corporations, mass-production factories; while other attacks would simply make little sense in their targets: abandoned warehouse districts, stretches of woodlands, swamps, deserts. But then A.E.G.I.S. was able to secure security camera video of a high-profile target and witnessed the newest contender: specially trained, heavily armed terrorist troops all dressed in similar black and crimson uniforms with all-encompassing helmets. Even more disturbing was the fact that these terror troops seemed to possess highly advanced technology and weapons systems, possibly more advanced than the current level developed for A.E.G.I.S. The H.I.V.E. had emerged onto the world stage, and it was a highly effective force.
A.E.G.I.S. began to realize that this new force was possibly behind every terrorist attack within the last decade, a shadow network working to organize terrorists around the world. A.E.G.I.S. agents began focusing on acquiring any intelligence they could about the organization, finances, technology, and essentially anything about this H.I.V.E. Agents attempting to infiltrate the ranks of H.I.V.E. found it very difficult to do so, as it was nearly impossible to trace down a centralized headquarters for the organization. If an agent managed to actually find a lead on a H.I.V.E. contact and managed to get in with the group, these agents would never last for long — their cover identities would either be compromised, or they simply disappeared and never reported back to A.E.G.I.S. command. Essentially the only valuable intel that managed to survive back to A.E.G.I.S. was a brief profile about the man who was believed to be the enigmatic leader of the H.I.V.E.: Tyrant; and a name of what H.I.V.E. seemed to be after: Element-159.
Colonel Union personally set out to direct his full attention towards the H.I.V.E. threat. Col. Union initiated a program to recruit and train an elite forces unit, comprised of soldiers, analysts, and support units to focus primarily on countering the H.I.V.E. threat. These elite forces would be the best trained, the best equipped, and be the very iconic heroes of A.E.G.I.S. to the public masses.
